Why is it that tattoos are only enjoyed by those with sight? That has all changed, with the advent of the braille tattoo. Small subdermal implants (titanium, plastic or steel) are placed under the skin in a careful arrangement. Looks like it could be mistaken for a rare skin condition.

Hahaha old as this is, I feel like I should comment as it came up close to the top for me in Google:
some degree of shifting is, with subdermal implants, virtually inevitable. They should only be performed with this in mind, and a project such as this would be fairly ill-advised: it's likely the implants would shift enough that the braille would be totally unreadable.
